Grants

The City of Tulsa receives federal allocations through Community Development Block Grant (CDBG), Home Investment Partnership Grant (HOME) Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with Aids (HOPWA).

Grants Administration coordinates and oversees all aspects of the grant submissions and provides oversight to ensure ethical compliance. In addition, Grants Administration provides support to City departments to ensure the implementation of policies and practices are in compliance with applicable Federal, State, and local laws, regulations, and contract stipulations. Grants also provides expertise in budgeting, reporting and contract and compliance monitoring.


HUD Accomplishments Report

The City is pleased to share a summary of the accomplishments achieved for Program Years 2022 and 2023 in the HUD Accomplishments Report below. This funding comes from the following HUD programs: Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with Aids (HOPWA). Additionally, the City received Coronavirus Aid Relief and Economic Security (CARES) Act funding creating CDBG-CV and ESG-CV activities.


PUBLIC NOTICE

The City of Tulsa’s 2025-2029 Consolidated Plan and First Year Annual Action Plan for 2025-2026 Drafts will be available for a 30-day public review and comment period from March 3, 2025, through April 2, 2025. The Consolidated Plan and First Year Annual Action Plan serves as the application to the U. S. Department of Housing and Urban Development (HUD) for funds under the Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) program.

The Consolidated Plan and First Year Annual Action Plan will be available for review online starting on March 3, 2025. The document can be translated into over 100 languages through the website’s online translator. Physical copies will be available only by request.

NOTICE OF PUBLIC HEARING

The HUD Community Development Committee for the City of Tulsa will hold a Public Hearing to comment on the City of Tulsa’s Draft Consolidated Plan (2025-2029) and First Year Annual Action Plan on Thursday, March 13, 2025, at 5 p.m. in the Council Chambers, 2nd Floor 175 E 2nd St.

The meeting agenda link will be available on the City’s website. Interested persons are urged to attend and be heard. If you are unable to attend, all comments should be directed in writing to the attention of Grant Administration at 175 E 2nd Street, Suite 1560, Tulsa OK 74103, e-mail to [email protected].
