City Takes Next Step to Streamline Permitting Process for Various Types of Housing Developments

City leaders and local developers met Thursday to discuss the development of the City’s Pre-Approved Plans Program – a set of permit-ready housing construction plans that will make the housing development process in Tulsa faster.
The program, which will be known as the T-Town Home Catalog and is being developed by Flintlock Lab, is expected to be completed and ready for housing developers by late 2025 or early 2026.
“As we work together as a community to achieve 6,000 affordable housing units by 2028, this program will be instrumental in achieving housing needs across our city,” Mayor Monroe Nichols said. “I want to thank our team here at the City and our local development community for coming together and creating a program that will serve Tulsa for years to come.”
The Pre-Approved Plans Program includes permit-ready plans that have been reviewed for conformance with building codes while promoting residential design that fits neighborhoods context – a move that will help Tulsa more quickly meet critical housing demand.
"I was thrilled to attend the pre-approved plans launch event today and hear from the project consultants and local development community," Council Vice Chair Karen Gilbert said. "Pre-approved plans have the potential to lower development costs through more efficient processes while maintaining neighborhood character. I encourage neighbors and developers to participate in the engagement process over the next year so together we can build housing for Tulsans."
The Pre-Approved Plans Program is a critical part of the 3H Task Force’s Path to Home Recommendations, which outline 33 action steps for addressing homelessness at the intersection of housing and mental health.
"The Pre-Approved Plans Program is one of the many exciting things the City will be implementing in the coming months as we work to meet the Mayor's housing goals,” said Gene Bulmash, the City’s Senior Advisor of Housing. “I'm looking forward to participating in the community engagement portion and to see this program get started."
Prior to the selection of Flintlock Lab, the City engaged Smart growth America, national experts that helped identify additional improvements to the City’s development processes through incentives, permits, and zoning. Full recommendations from Smart Growth America will be received and announced soon.
The Pre-Approved Plans Program is funded from $250,000 in grant revenues received from the American Rescue Plan Act (ARPA).
