Employee Benefits

Effective date: January 1, 2024

The City of Tulsa offers many benefits to fit your budget and lifestyle. You are eligible for most benefits on the first of the month following 30 days of full-time employment. All pricing is bi-weekly.

Medical Plans – Community Care
Community Care is our medical insurance provider, and we offer four levels of coverage to choose from: Employee Only, Employee and Children, Employee and Spouse and Family Coverage-all offering you more flexibility to best suit your needs.

You can select one of three plan structures:

Networks:

Dental Coverage - Blue Cross Blue Shield of Oklahoma
High Plan (100% preventative, 90% restorative, 60% major restorative)
Employee Only – $19.80 per pay period
Family – $57.06 per pay period

Mid Plan (100 percent preventative, 80 percent restorative, 50 percent major restorative)
Employee Only – $13.62 per pay period
Family – $39.30 per pay period
 
Low Plan (100% preventative, 80% restorative, 0% major restorative)
Employee Only – $9.94 per pay period
Family – $28.41 per pay period 

Vision Coverage - Blue Cross Blue Shield of Oklahoma
BCBS provides four options. More expensive monthly options reduce copays, increase hardware allowances, and increase the frequency of hardware reimbursements.
Employee only – $2.39 - $4.45 per pay period
Family – $5.59 - $9.85 per pay period

Life Insurance and AD&D
Employee coverage equal to two times annual base salary is provided at no cost to the employee. Supplemental Life and AD&D are available up to an additional $500,000, including coverage for spouses and dependents.

Long-term Disability Insurance – Blue Cross Blue Shield of Oklahoma/Dearborn
Three options provide coverage at 40 percent, 50 percent, or 60 percent of salary up to $10,000 monthly. Coverage begins on the 180 day after disability. Pricing is based on coverage option, compensation, and age.

Short-term Disability Insurance – Blue Cross Blue Shield of Oklahoma/Dearborn
Three options provide coverage at 40 percent, 50 percent, or 60 percent. Coverage begins on the 8th day after disability. Pricing is based on coverage option, compensation, and age.

Accident Insurance – Voya
A pre-tax benefit that provides direct payment for non-work related accidents. Wellness benefit: for important preventive tests, pays $150 per adult, and $75 per child.

Employee only – $3.75 per pay period
Employee and Children – $7.38 per pay period
Employee and Spouse – $6.56 per pay period
Employee and Family – $10.20 per pay period

Critical Illness – Voya
This pre-tax benefit provides a lump sum payment based on your election from $5,000 to $30,000 for certain critical illnesses like heart attack, stroke, and cancer. Wellness Benefit: for important preventive tests, plan pays $150 per adult, and $75 per child. Pricing is based on age and tobacco usage.

Hospital Indemnity - Voya
This pre-tax benefit provides payments for inpatient admissions, each day of the inpatient stay, including inpatient rehabilitation, and a family hotel if 50 miles from home. There are two options available. Wellness Benefit: for important preventive tests, plan pays $50 per adult, and $25 per child.

Flexible Spending Account – WageWorks
This account allows you to pay for unreimbursed medical, dental, prescription, vision and child care expenses with pretax dollars. This lowers your taxable income which means you keep more of your money. Debit cards are provided for the medical FSAs.

Health Savings Accounts – Health Equity/WageWorks
This account can only be opened with the medical plans marked “HSA”. These accounts are employee-owned, allowing you to pay for unreimbursed medical, dental, prescription, and vision expenses with pretax dollars. 

Legal Plan – Legal Shield
This plan provides a variety of legal services, involving wills, trusts, contracts, divorce, and routine traffic tickets. The plan does not cover criminal cases or drunk driving offenses.

Employee Assistance Program (EAP)
The City of Tulsa offers a confidential employee assistance program for employees and/or immediate family members who are experiencing personal problems. Private appointments can be made for any type of personal problem(s) that may be too much to handle alone. This assistance is available through Community Care EAP.

Retirement Plan – MERP (Pension)
Employees are required to defer 8 percent on a pre-tax basis. Full-time employees will begin participation in the plan on the first day of the month following their first day of employment. The City of Tulsa’s contribution to the retirement fund equals 17 percent of your earnings. The Rule of 90 provides retirement income when continuous service and age equal 90.  

Deferred Compensation Plan – Nationwide 
To help supplement your retirement income, this voluntary plan permits you to defer a minimum of $10 per pay period pre-tax or Roth. The City of Tulsa will deposit an additional $0.50 for every dollar of employee contribution up to a maximum of $25 per month during the first two consecutive years of initial participation in the plan. In-Plan Roth Conversions are also allowed. Employees may begin participation in the plan immediately.

Remote Work and Flexible Schedules
Certain positions are eligible for remote (telecommuting) work schedules and flexible hours.

Paid Paternal Leave
After one year of employment, employees are eligible for 6 weeks of paid time off after the birth or adoption of a child.

Higher Education Tuition Waiver Opportunities for Public Employees:
OSU-Tulsa Employee Scholarship Program - City of Tulsa employees can get a tuition waiver for half-off tuition for up to six credit hours a semester at OSU Tulsa. 


Identity Theft-Norton LifeLock
Voluntary identity theft protection is available, includes Norton protection. Rates start at $3.69 a pay period.

Gym Reimbursement
The City will annually reimburse non-sworn employees up to $180 (taxable) for six months paid memberships in local gyms, or for their participation in six paid fitness competitions.

Travel Resources Services - Blue Cross Blue Shield of Oklahoma/Dearborn
Provides medical and travel assistance at no cost for you and your family traveling for business or pleasure 100 or more miles from home (includes travel within the United States.)

Internal Promotions & Progression Program
The City of Tulsa advertises all vacancies to City employees first. This provides employees initial consideration for a higher level position vacancy, offering them better pay and more career growth. Employees can sign up for e-mail alerts through our Employment Opportunities page to be notified when new internal jobs are posted. Employees may apply for internal positions after six months from initial hire date.

In addition, several positions are in a Progression Program. This program enables employees, as they gain experience & education, to move up within their job category; thus increasing their pay.

Initial Probationary Period
Upon initial appointment to a classified position with the City of Tulsa, an employee shall serve a twelve-month probationary period.

Vacation
The amount of vacation time to be accrued upon completion of each calendar month of service by regular employees is as follows: Note: Must be employed a minimum of three months to be eligible for vacation days (¼ of yearly accrual; 3.5 days).

0 to 5 years – 14 days a year
5 but less than 10 years – 16 days a year
10 but less than 15 years – 21 days a year
15 but less than 20 years – 23 days a year
20 but less than 25 years – 25 days a year
25 years or more – 26 days a year

Sick Leave
Eligible employees may receive sick leave during their first year of employment. An accrual of twelve days per year is granted only for sick leave purposes. An employee may accrue a maximum of 1,200 hours of sick leave. An employee may exchange one sick day for a vacation day, based on accrual beyond 120 days.   

City Hall Parking
City of Tulsa employees working at City Hall are eligible to receive discounted, convenient downtown parking. The City of Tulsa subsidizes a portion of the cost of either parking or MTTA bus passes.

Credit Union
City of Tulsa employees may be a member of the Municipal Employees Federal Credit Union. This membership offers savings accounts, no monthly fee checking accounts, ATM/Debit Cards and offers competitive rates on all types of loans such as new and used autos, personal, home, and lines of credit.
